Keys

  1. The right to preside over and direct the use of the priesthood in a particular area of the Church.

Holding the priesthood is not the same as holding keys: keys are the authority to direct its use. A bishop, stake president, temple president, and the President of the Church each hold the keys for their sphere, all of which ultimately trace back to the President of the Church, who holds them all.
